The new lockdown rules decided in the meeting will be implemented in the country from Sunday. Merkel and the governors of the states on Wednesday prepared a phased plan to relax the restrictions. In Berlin, Merkel told journalists that these steps should be taken to take us forward, but at the same time this should not affect the progress achieved so far in dealing with the virus. "There are many frightening examples of the third wave in Europe," he said. Merkel vowed that "the spring of 2021 will be different from the spring of last year." Non-essential goods shops, museums and other centers will open for a limited time.

Most shops in the country have been closed since the lockdown implemented on 16 December. At the same time, restaurants, bars, sports centers etc. have been closed since November 2 last year. Hotels were only allowed to accommodate people traveling for business.
