The National Capital Territory Governance Act (NCT) 2021 has been implemented in Delhi. In this act, the Lt. Governor has been given priority over the elected government of the city. As per the notification issued by the Ministry of Home Affairs, the provisions of the Act have come into force from 27 April. According to the new law, the Government of Delhi shall mean the 'Lieutenant Governor' and the Government of Delhi will now have to seek the permission of the Lieutenant Governor before taking any executive decision. Delhi government will have to send legislative proposals to the Lieutenant Governor at least 15 days in advance and administrative proposals at least 7 days in advance.
Then what will the public mean?
Regarding this law, Delhi Chief Minister Arvind Kejriwal has said that in this law it is written that from now onwards the Delhi government will mean LG. Then what will we mean, what will be the meaning of the people, then what will be the meaning of the people of the country. If Delhi government means LG, then where will the people of Delhi go. Whether the Chief Minister of Delhi will do or not, where will the Chief Minister go. Then why did the elections be held. The Aam Aadmi Party says that the Constitution Bench of the Supreme Court of the country clearly ruled in 2018 that the government in Delhi would mean a democratically elected government with the vote of the people, headed The Chief Minister of Delhi will do it, not LG. In that order, the Constitution Bench of the Hon'ble Supreme Court said that the police, public order and land, except for these three subjects, will have all the rights with the elected government of Delhi. It was approved by the Lok Sabha on 22 March and the Rajya Sabha on 24 March. When this bill was passed by the Parliament, Delhi Chief Minister Arvind Kejriwal called it a 'sad day for Indian democracy'.
